Brazil's PBIA Enters Execution Phase — R$23 Billion Plan and 5,000 State-Owned GPUs in 2026

The Brazilian Artificial Intelligence Plan (PBIA 2024–2028) entered active implementation in early 2026, backed by R$23 billion in projected total investment over four years. The most immediate allocation is R$1.8 billion for domestic AI hardware infrastructure, of which over half will fund the acquisition of 5,000 graphics processors in 2026 — the first large-scale state-owned GPU fleet in Latin America. About one-third of the plan's 31 projects target public health use cases including AI-assisted cancer detection, teleconsultation automation, and diagnostic imaging optimization for underserved regions.

Why it mattersBrazil's R$23B national AI plan with state-owned GPU infrastructure creates a government-backed compute market that will shape cloud pricing and AI procurement rules in the region.

Sana Labs Launches Swedish AI Reform — Free AI Access for 2.3 Million Public Sector Users

Sana Labs and the Swedish AI Reform Foundation launched a national initiative providing free access to Sana Agents (built on OpenAI, Google, and Anthropic foundation models) to every civil servant, student, teacher, researcher, and non-profit employee in Sweden for two years — approximately 2.3 million users. Modelled on Sweden's 1990s home PC reform, the initiative aims to build national AI literacy and make Sweden a global reference for responsible, widespread AI adoption.

Why it mattersGiving 2.3 million public employees structured AI access creates a generation of AI-literate civil servants — similar to how Sweden's 1990s PC reform produced one of Europe's highest rates of digital fluency by the 2000s.
